Central Argument
The author’s claim: Today, we instinctively understand freedom as having more options and choosing according to personal preference. Rosenfeld argues that this is not freedom’s timeless meaning, but a historically constructed ideal that emerged through consumer markets, religious pluralism, romantic choice, employment contracts, secret ballots, and the modern sciences of decision-making.
She does not deny the emancipatory power of choice. Expanded choices in work, marriage, reproduction, belief, and politics have enabled women and other historically constrained groups to become authors of their own lives. But when freedom is reduced to selecting from a predefined menu, we may overlook three questions: who designs the menu, who possesses the resources needed to choose, and what consequences individual choices impose on the community.
Why It Is Worth Reading
- 形式选择(formal choice):名义上存在多少选项;
- 实质能力(substantive capability):一个人是否真正有条件使用这些选项;
The essay’s greatest strength is that it turns an apparently self-evident equation—“more choice means more freedom”—back into a question requiring justification. It neither romanticises community nor rejects personal autonomy. Instead, it invites us to distinguish:
- Formal choice: how many options nominally exist;
- Substantive capability: whether a person genuinely has the means to use them;
- Collective consequences: whether individual choices damage public health, the environment, or democratic institutions.
Position in the Liberal Tradition
Relation to Mill—my interpretation: The essay is not a straightforward rejection of Mill. Mill valued individuality, experiments in living, and resistance to the “despotism of custom,” rather than the mere maximisation of consumer options. Rosenfeld also notes that Mill opposed the secret ballot because he feared the privatisation of public responsibility. Her argument therefore helps distinguish shaping one’s life autonomously from continually selecting items from a menu.
Relation to Berlin—my interpretation: Having unobstructed options resembles Berlin’s negative liberty, but the number of options alone does not show whether a person is free from domination, capable of acting, or able to live meaningfully. Yet allowing the state or community to prescribe someone’s “true freedom” risks the coercive degeneration of positive liberty against which Berlin warned. The essay’s deeper lesson is that no single conception of liberty can settle every political problem.
Relation to communitarian critiques—my interpretation: The essay echoes the communitarian critique of the “unencumbered self”: preferences are not formed outside society, and personal decisions cannot be evaluated independently of their communal consequences. Yet it does not conclude that the common good must always override individual rights. Instead, it asks us to judge more carefully where personal choice requires strong protection and where collective decision-making and public capacity are indispensable.
Questions for Reflection
If someone has many bad options, are they still free? Should freedom be measured by the number of options, their quality, or the person’s effective capabilities?
What is the fundamental difference between Millian self-development and the consumer society’s satisfaction of preferences?
In public health, climate policy, and AI governance, when does restricting individual choice violate freedom, and when is it a condition for preserving freedom collectively?
Who designs the menus from which we choose—markets, governments, platforms, algorithms, or traditions? Is the power to design the menu more consequential than the right to choose from it?
Can we develop a conception of freedom that gives greater weight to responsibility, relationships, and the common good without sacrificing individual rights?
